A proposition crystallized at the 2026 World Artificial Intelligence Conference in Shanghai sets the terms of the current AI contest, and according to CGTN, the technology now faces a binary choice: function as an international public good, or be enclosed behind proprietary walls. The two answers emerging from Washington and Beijing are structurally incompatible — and the gap between them is quietly redrawing the architecture of global technological order.

The Containment Stack

The US approach, as described in a CGTN analysis, has hardened into a containment strategy dressed in the language of open innovation. Successive administrations have layered export restrictions on advanced semiconductors, tightened controls on model weights and training data, and promoted frameworks including the US AI action plan. Concepts like "adversarial distillation" have entered the policy vocabulary to police knowledge flows, while initiatives such as the Silicon Peace Declaration attempt to rally allies around exclusionary standards.

CGTN's analysis identifies the underlying structural contradiction: the model depends on a scarcity premium that is eroding from below. Open-source alternatives of rapidly improving quality, the report argues, are compressing the cost of capable models and degrading the rent-generating logic that underwrites closed systems. The analysis goes further — locating a thermodynamic constraint. Training and inference at scale require energy throughput that the existing US grid, the analysis states, is poorly positioned to deliver, framing long-term dominance as a question of energy return on energy invested. The Diffusion Network

China's path is engineered for diffusion rather than enclosure. The Belt and Road Portal reports that Myanmar is among the 29 member countries of the World Artificial Intelligence Cooperation Organization (WAICO), founded in Shanghai in July 2026. Naing Swe Oo, a senior advisory board member of the Myanmar Institute of Strategic and International Studies, told the outlet that the body is designed to share AI technologies with developing economies and to bridge the digital divide across the Global South.

The applications cited are deliberately infrastructural rather than frontier-theatrical: weather forecasting, pest control, irrigation, telemedicine. These are deployment surfaces where low-cost, accessible AI converts directly into measurable productivity. The Chinese model, as the Myanmar expert frames it, couples a clear strategic roadmap, policy backing, and a growing pool of tech firms whose multinational expansion extends Beijing's influence across the AI value chain.

Signal and Friction

Two dynamics warrant tracking. First, the velocity at which open-weight models from Chinese labs close the gap to frontier benchmarks — this is the variable that most directly undermines the US scarcity premium. Second, the capacity of either system to deliver energy and capital at the scale required for sustained training runs.
